Choosing an IRB

Cami Gearhart

Chief Executive Officer

Cami Gearhart, JD, is the CEO of Quorum Review. Under her leadership, Quorum has emerged as the premiere independent IRB and launched Kinetiq, a consulting and technology division that delivers innovative solutions to the challenges of human subject protection and compliance in clinical research. She holds undergraduate and Juris Doctor degrees from the University of Washington. Cami serves on the CTTI Steering Committee and is Board President at the Northwest Association for Biomedical Research.

Tom Favillo

President and Chief Operations Officer

Tom brings over 20 years of experience to his role as COO for Quorum. With a career focused on leading customer service operations and call centers, Tom is experienced at heading initiatives that optimize business processes with cutting-edge technologies—ultimately enhancing service offerings. Tom began working with Quorum as consultant in 2011, and accepted the role of COO in early 2013. Prior to Quorum, Tom led major wireless and telecom companies through significant growth by implementing lean process management with integrated IT systems across functional teams. Tom attended Boise State University and is a certified Black Belt Sponsor for Six Sigma.

Stephen Rosenfeld


Dr. Rosenfeld is a Board Certified hematologist who earned his medical degree from Cornell. Dr. Rosenfeld also holds a Masters in Business Administration from Georgetown University. He trained in internal medicine at Dartmouth and completed his hematology fellowship at the National Heart, Lung, and Blood Institute of the NIH. During 19 years at the NIH, he held research positions the NHLBI and the NIH Clinical Center until moving to medical informatics and administration. His last position at NIH was as Chief Information Officer of the Clinical Center. Dr. Rosenfeld also has been CIO for MaineHealth, a large independent delivery network, and CEO for Western Institutional Review Board (WIRB). In 2013, he was appointed to the Secretary’s Advisory Committee on Human Research Protections (SACHRP), and was subsequently appointed the Chair of SACHRP in 2016. He received the honor of Distinguished Professor of Medicine from Daegu Catholic University Medical Center in Korea in 2013.

Toko Thompson

Chief Compliance and Security Officer

Toko joined Quorum as a controller in 2003, and became the Vice President of Finance in 2005. In 2013, Toko was appointed Chief Financial Officer, and in early 2017, Toko became Chief Compliance and Security Officer, leading corporate governance and risk management functions. Prior to joining Quorum, Toko worked as a controller and divisional accounting manager for publicly held companies in food and forest product industries. Toko has a MBA from Seattle University and is a licensed Certified Management Accountant (CMA).

Jeff Wilson

Chief Financial Officer

Jeff joined Quorum as CFO in May, 2017. Prior to working for Quorum, Jeff served as the CFO of a public technology and public services company.  In addition, Jeff was the CFO for a privately held software company. Earlier in his career he worked in various finance positions with Siemens Medical Systems and with the international accounting firm of Pricewaterhouse Coopers. Jeff has a BS in Accounting from Oklahoma State University and is a CPA.

Sabrina Tuttle

Vice President of Business Development and Client Operations

Sabrina joined Quorum in 2011 as Associate Director of Client Services. In 2012, she accepted the position of Director of Study Services and is now Vice President of Sales and Customer Operations. With over 15 years of client service and business development experience, Sabrina focuses on effective team-building, service management, and performance initiatives to optimize operations and processes within the Study Services team. Sabrina emphasizes Quorum’s goals to build upon their strong customer-centric focus through providing friendly, prompt, and accurate assistance to researchers.

Mitchell Parrish

Kinetiq Vice President, Regulatory Affairs and General Counsel

Mitchell leads the regulatory and legal teams in Kinetiq, the consulting and technology division of Quorum. Before joining Kinetiq, Mitchell served as a consultant to the National Cancer Institute, as an associate attorney at the global law firm K&L Gates, and as a senior regulatory attorney with Quorum. Mitchell frequently speaks and writes on clinical trial topics, including authorship of chapters on prescription drug labeling and pediatric populations in the most recent edition of the Fundamentals of US Regulatory Affairs. Mitchell is a member of the Washington and Oregon State bars, the Regulatory Affairs Professionals Society, a Certified IRB Professional (CIP), and has his Regulatory Affairs Certification (RAC).

James Riddle

Kinetiq Vice President, Client Services

James served as Assistant Director at the Fred Hutchinson Cancer Research Center and has over 15 years of experience leading private and academic human subject protection programs. He has served as a site visitor for AAHRPP, is a faculty member, mentor, and regular speaker for Public Responsibility in Medicine and Research, served on the Board of the Northwest Association for Biomedical Research, and is a Certified IRB and IACUC Professional.
