Review of Research conducted in Canada
Quorum Review IRB maintains an ethics review board (referred to as the "North American" Board) and serves as a both a duly convened research ethics board (REB) as well as a central institutional review board (IRB). The North American Board complies with Canadian and U.S. requirements and meets every Wednesday to review U.S. and Canadian studies.
Provincial Restrictions
Quorum Review IRB is subject to the same provincial restrictions that apply to other central REBs in Canada. Quorum (and virtually every other independent REB) has 4 limitations relative to which provinces they can operate in.
- Newfoundland - No review available; only not for profit REBs are allowed.
- Saskatchewan - No review available. This province maintains a small tightly controlled group of approved REBs. Contact provincial authorities for a list of authorized REBs.
- Alberta - Same as above
- Quebec - In Quebec, Quorum can review most research provided that the research does not involve pediatric participants.
Submission requirements
Quorum’s submission requirements for studies in Canada are the same as those for studies conducted in the US. For initial submission of a protocol that will be conducted either in Canada solely or that will have sites in the US and Canada please be sure to check the appropriate box on the Central Study Questionnaire (CSQ) that designates where the study is to be conducted.
For studies where you are expanding an existing US only study to now include sites in Canada please submit the following:
- "Extension into Canada Central Study Questionnaire" instead of the standard "Central Study Questionnaire"
- (if you will be utilizing the same versioned and dated Protocol, IB and/or ICF as the active US arm of your study, resubmission of these items is not required)
Submission deadlines
The submission deadline for the North American Board meeting is on Wednesday (one week prior to a scheduled meeting). The North American Board reviews protocol-level materials as well as site submissions that involve research in Canada. Qualifying sites in the US and Canada can be reviewed on a daily basis. Quorum’s AAHRPP accreditation applies to review in both countries; we will deliver services according to the same timelines; researchers from either country use the same Quorum Review IRB forms; and with minor differences our submission requirements are the same.
